    E-OBRAZOVANJE S APEKTA POSLOVNIH PROCESA

    High quality education is a very important precondition of country\u27s social-economic development. In that respect the e-learning becomes a trend in contemporary curriculum. The increased use of ICT and implementation of new pedagogic methods are just some characteristics of present-day educational methods. Contemporary educational methods, which imply e-learning programs as one of ICT usage results, enable students to acquire knowledge from a distant location with or without a mentor. The most remarkable features of e-learning are experience and problems solving sharing with other participants as well as on-line testing. This paper analyses relations between teachers and students activities during e-learning and e-learning process in order to constantly improve quality of the educational method on one side and the level of acquired knowledge on the other side. New hybrid educational organization, (classroom education and education in virtual surrounding) in which business processes in educational system are continuously subject to alterations due to better results achievement, is the answer to challenging market and society demands.Važan preduvjet druÅ”tveno-ekonomskog razvoja svake zemlje je visoka kvaliteta obrazovanja. U tom kontekstu e-obrazovanje postaje trend u suvremenoj nastavi. Povećano koriÅ”tenje ICT-a i primjena novih pedagoÅ”kih metoda samo su neke od karakteristika danaÅ”njih nastavnih metoda. Suvremene metode obrazovanja, koje impliciraju e-obrazovne programe kao jedan od rezultata koriÅ”tenja ICT-a u obrazovanju, omogućavaju učenicima stjecanje znanja s udaljene lokacije sa ili bez mentora. Najupečatljivije značajke e-učenja su dijeljenje iskustava i rjeÅ”enja za probleme s ostalim sudionicima u e-nastavi, te on-line testiranje. U ovom radu analiziramo odnos aktivnosti nastavnika i učenika u postupku e-nastave i e-učenja u smislu neprekidnog poboljÅ”anja kvalitete e-obrazovanja kao obrazovnog postupka s jedne strane i razine stečenog znanja s druge strane.     Comparative Analysis of Pay and Benefit Systems in Self-Government Units in Relevant Countries and Proposals for Croatia

    Local governments and incumbent systems in selected countries (Austria, Finland, Slovenia, Hungary) are analyzed with respect to the organization of territorial governments, the scope of local government, the number of employees in the public sector and the share of employees in local self-government, and with respect to the regulations for the planning regulatory status and salaries. Comparing Croatia, with the four selected countries, we can highlight the following facts: a relatively small population and territory, two levels of local self-government, the size and territory of local self-government units do not stand out from the average, a relatively high percentage of people employed in the public sector, a very small percentage of workers in the public sector are employed in local self-government. Furthermore, in comparison to other relevant countries, salaries in local and regional self-government units in the Republic of Croatia differ significantly among individual local and regional self-government units than in other analysed countries where they have a common system for determining salaries in local self-government units. The main characteristics of pay and benefit system in local and regional self-government units in Croatia are also stressed. The scope of local and regional government in the Republic of Croatia refers to the scope of counties, cities and municipalities so that cities and municipalities perform tasks in a local scope to directly realize the needs of citizens (arranging settlements and housing, spatial and urban planning, communal activities, care for children, social welfare, primary health care, education and primary education, culture, physical culture and sports, protection, protection and improvement of natural environment, fire and civil protection), and the county perform the duties of the regional (regional) importance (education, health , spatial and urban planning, economic development, transport and transport infrastructure, planning and development of networks of educational, health, social and cultural institutions. Considering decentralized and centralized systems of wages we have to point out that some countries have totally centralized systems for certain categories of employees, and partially much decentralized systems for other categories of employees. Sweden is probably the most liberal country according to the way of determining wages while Hungary, Switzerland and Germany are examples of European countries which have centralized the pay and benefit systems at the federal level

    Project Risk Management: Comparative Analysis of Methods for Project Risks Assessment

    Analysis of project risks leads to a deeper understanding of potential problems in the course of the project. A number of techniques and tools are used to that purpose, which can ensure effective assessments both quantitative assessments and measures for every project risk, and qualitative assessment in order to sort project risks according to their rank and category. This article analyzes some of the methods from the aspect of their advantages and disadvantages in application with the aim to facilitate the selection of the most convenient method for the particular project. A comparison was made of the following methods: PERT, Brainstorming, Delphi, Monte Carlo, sensitivity analysis method, probability analysis method, and the Decision Tree. Comparative analysis of methods for the assessment of project risks include those variables that have a major impact on the cost, time, or benefits, on which the project is most sensitive to. It is based on the relation of a particular technique or tools towards the description of the risk, towards all possible outcomes of risk, magnitude or seriousness of outcome, probability of the appearance of the risk event, probability of the possible outcome, time of the risk event and the interaction of the outcome of the risk with other parts of the observed project or of other projects

    The Event of Croatiaā€™s EU Accession and Membership from the Croatian High School Studentsā€™ Perspective

    The knowledge, attitudes and perceptions of the high school students on Croatia’s European Union (EU) accession event were omitted in numerous public opinion polls conducted since the 2013 accession. Therefore, the paper shows key benefits of Croatia’s EU accession and the recent attitudes of high school students about the meaning of this event for their future lives. Research methods include desktop analysis regarding previous researches of the population attitudes and a quantitative survey conducted in January 2017 on a sample of a total of 1944 school graduates who were interviewed on issues of knowledge, perception and attitude to the event of Croatia’s entrance and membership in the EU. The results point out that although Croatia acquires significant benefits from the EU accession, the very event is not recognized as being the key one by high school students. Considering that in many cases the youth opinion is the best indicator of overall social problems and considering the future programs and obligations as well as the role expected from the youth in implementation of these programs, the research findings on the perception of the event of Croatia’s accession to the EU are a field within which future policy activities are envisaged

    Cultural heritage has, for a long time, been considered a source of wealth and well-being for economies. Currently, considerable investments have been allocated for its renewal and maintenance that often surpass the budgets of owners, local communities, and other interested users. Cultural heritage valorisation is expensive and is a great economic challenge. Infrastructural investment, i.e., conservation and restoration, are just one part of the total costs of cultural heritage preservation, while other investments relate to regular operation and maintenance. One of the most difficult decisions for those who design the cultural heritage restoration projects is how to finance them, i.e., what the most efficient financial instruments are for renewal of cultural heritage. These assumptions have instigated interest in the evaluation of services resulting from common good functions of cultural heritage, such as economic, educational, historical, technological, ecological, and climate, as well as tourism and recreational. Therefore, this article starts from the analysis of potential funding sources for cultural heritage through the European Union (EU) funds; a method of economic evaluation of the return on investments and costā€“benefit analysis is suggested as a method that should be used in decision making on these interventions

    Overview of Social Assessment Methods for the Economic Analysis of Cultural Heritage Investments

    This paper provides an overview of methods for assessing social impacts, their achievements, and possibilities of application in everyday practice for assessing the worth of investments in cultural heritage conservation, as well as its sustainable use. It gives an overview of available methods for social assessment and points to a set of interdisciplinary indicators by which those impacts can be evaluated. Possibilities to use social impact analysis in the assessment of cultural heritage are presented in this paper through two case studies in the Republic of Croatia: the implementation of social evaluation management plan for the old town of Buzet and the evaluation of social effects of investing in the museum Ivana’s House of Fairy Tales. Some qualitative indicators of the collected surveys related to social effects are described, while the analysis of the availability of such indicators and the scientific basis of the collected answers are provided. In conclusion, the contribution of the methodological tools used and social impact assessments in the evaluation of cultural heritage interventions are presented, while suggestions are made for various decision- makers on those broader methods and benefits compared with the use of only financial and economic impact evaluations

    From Science to Policy: How to Support Social Entrepreneurship in Croatia

    Entrepreneurs are constantly looking for new models to address growing global challenges in a sustainable manner. Over the past several decades, those challenges have been identified and responded to through the development of social entrepreneurship. There is a number of research dealing with the theoretical concepts of those topics; however, the definitions and framework for action are different from country to country. Having in mind that the main idea of social entrepreneurship is to enable decent work for employees and to gain broader welfare for communities, the purpose of this paper is to analyse the development of social entrepreneurship in Croatia. The research is focused on recent developments, connecting key definitions and principles of social entrepreneurship with common trends and concrete case studies. This study’s results show that there are different approaches to social entrepreneurship globally. However, social entrepreneurship in Croatia develops within a clear legal framework. The current state of social enterprises is connected with respective public policies, while the number and types of social entrepreneurs are constantly rising in the last few years. The results of the analysis also show that there are still actions to be taken in order to encourage future policy measures aiming to support social entrepreneurs in Croatia
